Overview
TCB Industrial is seeking a Senior Estimator experienced in mechanical and hydromechanical construction. The Senior Estimator will lead estimating and proposal development for turbine, valve, penstock, and powerhouse mechanical rehabilitation projects across California. This role requires deep knowledge of industrial mechanical systems, precision assemblies, and hydroelectric maintenance work.

Key Responsibilities

• Lead the estimating process from bid receipt through proposal delivery.
• Review RFQs, drawings, and specifications to define mechanical scope.
• Develop labor, equipment, and material take-offs for hydro-mechanical systems.
• Build detailed cost models using TCB’s WBS and cost-code library.
• Coordinate input from project management, engineering, and field supervisors.
• Prepare pre-bid clarifications, technical exceptions, and risk assessments.
• Manage subcontractor and vendor quotations for specialty fabrication, machining, and coatings.
• Support value engineering and constructability reviews.
• Mentor junior estimators on mechanical scope development and cost tracking.

Qualifications

• 10+ years of mechanical estimating experience in hydro, power generation, or heavy industrial environments.
• Proficiency in Excel, Bluebeam, and mechanical take-off tools.
• Strong understanding of turbines, gates, valves, piping systems, and heavy rigging.
• Ability to read and interpret complex mechanical and structural drawings.
• Knowledge of crew rates, production tracking, and WBS-based cost organization.
• Excellent technical writing and communication skills.
• Bachelor’s degree in Mechanical Engineering, Construction Management, or equivalent experience.

Preferred

• Hydroelectric plant or dam experience
• Familiarity with OEM drawings and specifications (GE, Voith, Andritz).
• PE license or Certified Professional Estimator credential preferred.
