TCB Industrial is seeking a Civil Estimator with experience supporting bids and proposals for heavy civil, concrete, and infrastructure projects throughout California. The Estimator will work closely with senior staff to develop accurate cost estimates, quantity take-offs, and proposals for grading, foundations, concrete structures, and site development projects.
Key Responsibilities
- Review plans, specifications, and bid documents to identify scope and quantities.
- Perform detailed take-offs for earthwork, concrete, utilities, and structural elements.
- Solicit, evaluate, and compile subcontractor and vendor quotations.
- Prepare internal cost summaries and proposal documentation using TCB’s cost code and WBS system.
- Coordinate with Project Managers and field teams to validate means and methods.
- Assist in developing production rates, equipment schedules, and crew compositions.
- Support the preparation of pre-bid clarifications and value-engineering options.
- Maintain historical cost data and assist with post-project cost analysis.
Qualifications
- 4–8 years of civil estimating or field engineering experience.
- Working knowledge of earthwork, grading, and concrete construction.
- Proficient in Microsoft Excel, Bluebeam, and take-off software.
- Ability to read civil drawings, survey data, and specifications.
- Strong math, analytical, and organizational skills.

Overview
TCB Industrial is seeking an experienced Senior Estimator to lead pricing and proposal development for heavy civil and infrastructure projects across California. The Senior Estimator will manage all phases of the estimating process, including quantity take-offs, subcontractor solicitation, cost analysis, and bid strategy. This position requires a deep understanding of earthwork, concrete, and structural civil construction as well as proven leadership in competitive and negotiated bid environments.
Key Responsibilities
- Manage the preparation of detailed estimates for heavy civil, structural concrete, and site development projects.
- Review drawings, specifications, and RFQs to determine project scope and requirements.
- Develop complete quantity take-offs and cost breakdowns for labor, materials, and equipment.
- Coordinate and evaluate subcontractor and vendor quotations.
- Analyze productivity, risk, and constructability to prepare accurate bid pricing.
- Lead internal bid reviews and prepare proposal documents for submission.
- Collaborate with operations, engineering, and safety departments to validate means and methods.
- Maintain and update TCB’s historical cost database and WBS library.
- Mentor junior estimators in civil estimating procedures and cost code discipline.
Qualifications

- Experience in water infrastructure, dam, or hydro-adjacent civil work.
- Familiarity with Caltrans, USBR, and municipal bid standards.
- Experience estimating both design-bid-build and design-build contracts.
